How do I restore my jacket’s water proof properties?

I bought a jacket with REI elements (rei’s version of goretex) about a year ago and the water proof properties have deteriorated. How can I restore it?

Purchase five gallon bucket of pitch and natural bristle five inch wide deck paint brush.
Slap yourself silly with the waterproofing as needed. Also mends leaking boats, cars, etc.
