Why when I am on skype does my web camera have a black out?

I use an inbuilt web camera and when on skype (camera is Chicony USB 2.0) it goes black. When I click on the web camera tool bar it says the camera is locked by another application…i have tried to use the camera with plenty of light in the background…??? Not sure how to solve this.
